A U.S.A.F. Minotaur I rocket is scheduled to launch the ORS-3 mission tomorrow night, November 19, 2013. With a planned launch window of 7:30 - 9:15 pm EST, the launch should be nicely visible from the D.C. area. Its trajectory will be higher than the previous launch, reaching 15 - 20 degrees. The weather forecast is for clear skies and reasonable ground winds.
You can watch it live on NASA TV. I'll be out with a camera and my Wallops App. Here are the visibility maps.
