International Lunar Resources Exploration Concept (1993), why N.O.T.S.?

This post's title (at least most of it) was lifted from Beyond Apollo, which has just moved from Blogger to Wired Science Blogs. David Portree's post has a detailed description of the 1993 study that originated from the Exploration Program Office at JSC. I also swiped two NASA photos which depict the Phoenix Moon Lander being boosted by a Shuttle-C and in flight. David's article also has more photos of the concept. Enjoy!
