Not to worry, the topic is not what it sounds like. brianc on TRF pointed to the Defcon 14 site, where there is an abstract entitled WarRocketing - Network Stumbling 50 sq. miles in less than 60 sec. I don't know much about the subject (of net stumbling, that is), so I'll leave it up to the reader to follow up. It sounds like a very efficient way to stumble your net, however, the ability to use this technique in a city is highly unlikely (read that as impossible).
